CaCl is used to add weight to improve traction and stability. Properly mixed with water, the solution weighs far more than plain water and will not freeze. Tires are filled about 3/4 full (never more) with the water/CaCl solution. This is done to keep the tires from bursting (air compresses, water does not) but also ensures that 2/3 of the additional weight is below the axle centerline, lowering the center of gravity and therefore greatly aiding stability.

To give you an idea of how much weight is gained... my 18.4X34 tires gain about 1350 lb. per tire, or a total of 2700 lb. For plowing deep snow, there is no substitute.
