I"m just guessing here,..but I think the deck isn"t level from side to side and front to back. If there is rollers on the deck they may be worn causing the deck to be unlevel. The deck itself may be bent. Last but least,the blades may be worn too far and sharpened too many times thus leaving the strips of grass. Loose belts can also be a problem. So take your pick of any above. If the deck is clean of grass build up,..it should cut clean. However,..you must overlap a little to compensate for the tire tracks in the tall grass.
