The blockage sounds like plugged condenser fins or clutch fan free wheeling too much. High side is high, low side is about normal. If the expansion valve were plugged, it would have low pressures on both sides. If the refrigerant can't get from the high side to the low side, the compressor has nothing to work with and the refrigerant condenses in the condenser. With airflow through the condenser, the excess heat is removed bringing the high side down. Since little refrigerant is making it's way to the low side, the compressor easily keeps the evaporator empty bringing the low side down.
