This is what really happens. You stuff a business reply envelope with junk and throw it in the mail,it goes to the post office of the zipcode . It is bundled with the rest of the business reply letters for that address and the bundle is weighed. Postage at first class rate is deducted from a prexisting account the company has already established. The company is also charged an annual fee for that acount. Regular junk mail"(bulk rate, standard) is just sent to the usps regional recycling center. The post office has not used one dime of taxpayer money since I think 1978,in fact up until a couple of years ago the PO was the only Govt. agency that not only made a profit but returned money to the treasury. They are also the only company I have ever heard of that thinks it's good practice to cut services and raise prices in bad times.
