If this quote means you can regain rpm by lowering a load that is being carried by the hydraulics (on the 3pt, in the loader bucket, etc.), it sounds to me like the hydraulics are not unloading/neutralizing when they reach the desired height or a pressure relief valve is being overridden. This is not uncommon and is also not due to engine weakness or timing problems. It's just a hydraulic malfunction that needs to be sorted out so that the hydraulic pump isn't continually overworking the engine by popping off a relief valve or trying to keep a load at a certain height. This kind of problem also puts extra heat into the hydraulic fluid so can damage seals, o-rings, etc.
