Couple months back was a article about S California veggy farmer who leased land in Mexico to grow crops for his normal cannery and fresh market customers. The Mexican workers were many of the same ones that had worked his US land at about same wage rates. Biggest improvement in profits came from no interference by California Green inspectors and US ag inspectors for normal ag practices like burning crop residues to eliminate bugs, spreading manure without local permits and paperwork in advance, other hassles. Mexican government skims lot less in tax"s and fees, less hassles and few bribes needed for harvest trucks. Farms can be moved if the farmers move- land alone doesn"t make working farm, look at Rhodesian/Zimbabwe farms output now compared to 20 years ago. RN
