A diesel engine and a gasoline engine AT FULL THROTTLE will pump roughly the same air at the same RPM. Displacement is displacement: the volume displaced by the engine as it goes through its cycle. But gasoline engines rarely operate at wide open throttle, so for the most part they don't need as much air. Valve timing, induction and exhaust design and other factors affect the amount of air that an engine requires, but mostly a diesel uses more air because (in most cases) diesel engines have no throttle plate.
