Check with the local farm chemical/ fertilizer supplier. I don't know what the NY DEC rules are governing what may be a commercial property (versus an agricultural application) but you may want to check. Round Up does not last but has minimal legal obligations compared to other chemicals. It can be bought "over the counter" without permits but you still want to use it within label and responsibly. Assuming there is a chemical out there that will meet your requirements chances are that it will require somebody with a NY DEC permit to apply it. I would not cut any corners as this is the sort of thing that somebody that has an axe to grind with you will use to make trouble for you (neighbors to the lot).
