If weeds and grass are growing up in it, it must not get driven on very much which leads me to believe the parking lot is much larger than it needs to be. Ever consider scraping the gravel off and putting down a little black dirt and grass seed. Leaving only as much for parking as you need. Then you can mow it as part of your lawn. "grass don't grow on a well used path"
