Has this account worked before and stopped, or is this a new account? If it was working, check with your ISP & see what changed.
If its a new account, make sure the mail server information in your e-mail program is correct. In Outlook Express, go to Tools -> Accounts -> select account -> properties. Make sure the server type, incoming mail address, outgoing mail address, account name and password are correct. Your ISP can tell you the correct values for everything except your password. These settings are the same regardless of your e-mail client.
You also need to make sure the security settings are correct for your ISP. The ISP should be able to tell you what they are.
Go to your ISP's web site. There should be a link to e-mail settings for the common e-mail clients.
Microsoft probably can't help unless you actually have a problem with Outlook Express itself, in which case you'd simply download the latest version.
I'd bet money its a problem in the e-mail client settings, as described above.
