It's not the farmers fault that he can't pay what he did 20 years ago. ALL his costs of production have gone up drastically for a long time, but in order to keep food cheap, the value of his goods have increased very little. He probably is making less than he was 20 years ago too, unless he was fortunate to be able to buy out all his neighbors who couldn't make a go of it anymore, and increased his production. But even that isn't a sure bet. Last year processing potato prices were way below cost of production. How do you expect a farmer to pay top wages when he's already LOSING $100/ton on his crop?
