Obvioulsy, the ONLY reason ANYONE is out of work is because they are young and physically able, but they simply refuse to work. THAT's the answer you're fishing for, so I'll just give it to you right up front.
What about the folks who are over 50, who aren't as physically able as they were in their youth [or even their 40's], but other employers won't hire because they "will skew our insurance rates upward" because they're over 50[I was actually told that by one prospective employer]? Maybe all they need is to get off their lazy butts and get out in the sun for 12 hours a day, and if they die in the fields, GUESS WHAT? THE UNEMPLOYMENT RATE JUST WENT DOWN! Besides, the EMT's probably need the practice making runs to try to revive these almost-geezers when they keel over, right?
I worked at the Census bureau in the bay next to a guy on crutches because he was missing one leg below the knee. He was originally assigned to a job on the sorter--a job that requires STANDING for the entire shift. Supervisor was right, IMHO, transferring him to a job where he could sit for most of his shift. He's laid off now that the census work is about over...guess you think he should be out picking crops or baling hay, too...right? I mean, he IS unemployed, and he IS able to work...so he should take just anything, right?
