I"d use automotive laquer based primer-surfacer followed with urethane enamel with hardener. If you want a little icing on the cake, shoot your sheet metal with two stage base/clear.
If you use urethane, it's important to use hardener. That's what gives the paint it's gloss and durability. And remember when using hardener, once the hardener is added it's going to set up in about four hours whether it"s on sheet metal or in the gun.
I have a cousin who owns probably well over a hundred old tractors, and he refuses to use hardener because he wants to keep any leftover paint for future use. And his paint jobs look it. I keep telling him if he used the hardener his paint jobs would look infinitely better and add a lot more value to the tractor. But--he doesn"t see it that way.
