I know most/all of my suggestions you've already tried. But just for the off-chance you missed something.
Sounds like you have restriction someone. If it makes a different whine when you use 3 pt or move steering wheel makes me think maybe your MCV has something wrong with it. If memory serves (been doing the AF thing for the last 25 yrs) the plate is on the left side below where you sit. Should have a lot of lines in/out of the valve. Your Hydro pump should be mounted on it and would've been removed when you checked/replaced it. Make sure you don't have anything blocked up in there. Possibly (been there/done that...had the comeback to prove it) the gasket they sold you was not the right one and is restricting the flow of fluid. Also, make sure the vents/breather are good and not clogged. Have heard of that causing them to whine.
