There's more to the economy than just unemployment.
While Kansas made list for low unemployment it has its own list of problems. Very high taxes (income, property and sales taxes) and the state still can't balance its budget. Fuel taxes that are by law to go towards highways are paying for the state house renovation, performing arts and the schools. Industries that would bring thousands of jobs and billions in investments are being blocked by everyone from out former governor to the president of the US.
