The plastic ring is a common failure item on Case backhoes and crawlers, along with Deere, AC, Oliver, Ford, IH, etc. Basically on all Stanadyne/Roosamaster DB and JDB rotary injection pumps. Used on all Case 188D and 207D engines, like I have in my 580CK hoe and 310G crawler.
When it fails, the engine starts well, runs a bit, then loses power, peters out, and dies. Then, after a few moments will start back up fine- and start the dying process all over again.
