If they took your money and you got nothing in return, it is FRAUD plain and simple! They also technically STOLE your manifold if they won't return it. The prosecutors should have enough just from your case to pursue a criminal investigation. You should also file a lawsuit against the company.
Why would you offer to let them keep any of your money? Even more puzzling is why you would pay everything up front? Did you have a contract via e-mail or at least some correspondance that you can produce? If you paid with a credit card, the credit card company can usually reimburse you and then they will pursue the other party to recover the costs. It is always a good idea to include a specific date the work should be completed by on a contract. Any further correspondance, such as a letter asking for the return of your money and manifold, with this company should include(at the bottom) the term "time is of the essence" (legal term which basically means ASAP) or you will be taking legal action against them.
