Engine surges

My Allis Chalmers D-14 hadn't been started all winter, so I drained the fuel, and replaced with fresh gasoline. New plugs, points, cap, rotor, condensor. I also converted it to 12 volt neg ground. So it also got new coil and ballast resistor. I cleaned the oil-bath air cleaner thoroughly, and refilled with new oil. It starts great and runs fine. As long as there is no load on it. After putting a small load on it (just driving it) the engine will start to run rough, then start surging. It will speed up, then slow down. To the point of jerking back and forth. Anybody have any ideas? I'm stumped. I've never had problems with the governor before. Maybe it's not the governor causing it. Any suggestions would be greatly appreciated.
