How many hours do you burn the lights per day? If they burn 8 or more hours per day then ballast replacement every couple of years is not so bad. Cold temperatures kill the ballast and lamp life of standard fluorescent fixtures. If in a unheated space, install 8' high output fixtures (zero degree rated ballast) and you will extend the lamp and ballast life. Depending on ceiling height you could also go with a low-bay or high-bay fixture, usually 400 watt metal halide. The lamps for these can get pricy, though. I've had HO fluorescents in my shop now for three years and have not replaced the first lamp or ballast. But I only burn these about 24 hours per week average.
