Specifically, it's sulfur they're talking about, not CO2, not CO, not NOx, not particulates, not lead. And the reason they put out so much sulfur is because they burn high-sulfur fuel.
I'll accept as fact the point that the 16 largest ships in the world emit more sulfur than all the cars in the world, although it seems a stretch. What I'm not following is your statement "[the EPA] should have to put up what is so bad about the red fuel with real science". I assume you mean actually high-sulfur fuel, rather than any fuel that happens to be dyed. If sulfur is bad for the environment if it's in marine fuel, then it is at least as bad when it's in automotive fuel. The solution to sulfur pollution is to get rid of the sulfur. So we've got it out of trucks and power plants, the next thing to do would appear to be to get it out of ships.
