Dave try googling horse riding ring groomer. It's a ring of steel, attached to a wheel hub. The steel ring has drag harrow teeth bolted to it, at an angle. It is a 3 point, non powered attachment, rotates on motion of the tractor forward. It is also way pricey, I bet you could weld up an old trailer drop axle, to an old 3 point frame of some sort, then find an old steel wheel, some suitable spokes, to weld it to the trailer rim, and a few harrow teeth, to do the job. If I find a picture, I'll post it later.
