If will continually restart going up that incline, I really doubt that there's anything wrong with the fuel delivery other than 'maybe' the load screw could come out a bit.
If the old sow has been sittin' fer a number of years, it probably just needs a darned good tune up so it'll handle a load/pull.
I'd guess that it's been years since anyone has looked at the dwell on the thing and is more than likely workin' to beat he!! just to pull it's own weight.
Just my opinion and hope ya get 'er straightened out. They are darned nice tractors when they're right. :>)
