Vacuum but fuel not getting into cylinder? How did you measure vaccum? If valve were stuck open- has happened to some- then a vacumm gauge would read very low or none when turning engine over. A shot of ether direct into cylinder through spark plug hole would tell a little if spark was enough. Try a compression gauge at spark plug hole- 75 pounds should get you started, should be 100+ but 50/60 on up will usually start- may smoke with worn rings. A bad cylinder with stuck valve open would give a no pounds reading. 1946 should still be 9n with 3 speed tranny- a 4speed indicates 1948 8N. A 12 volt battery jump will start weak coil, poor points most time when you have a little spark on test if timing not way off. RN.
