What is more important than horsepower is how you want to do the job , speed is a big factor then weight of implement and weight of tractor. A lot of implements in a pull type you can use and the tractor handle them OK, then there are other implements that you can use as a mounted implement and not a pull type. Now for a rotary mower of 7' you may or may not have enough power depending on what you are mowing, mowers take a lot more power than people say. But the 7' in a pull type you would not have so much weight hanging on back of tractor that front end would be light and steering hard because of sliding and that is if you have enough power in the lift to even get the mower up to a transport position and if it steers OK with the mower down with it raised the front end might be in the air all the time so weight is a big factor. I used to have 2 different pull type models and the smallest I would ever put it behind was a 28 HP John Deere, would not even think of putting behind the 23 HP Ford and that mower in halfway heavy stuff would bog down a 52 rated HP Ford that actually was putting out 60 on dyno, killed that large ford many a time on that 5' mower. Now you go with a finnishing type mower a 7' will be easier on the hitch than a 5' bush hog type do to the way they are made close to tractor but you cannot mow the heavy stuff.
