I got pulled over in Illinois last week. The officer had someone stopped in the right lane, so I merged to the center as soon as I could and ended up less than one car length behind the car in front of me. The officer said I was following too close. When I explained to him the only reason I was in the center lane was to avoid running into him parked on the right shoulder, as required by law. He thought about it for a minute, warned me not to follow so close "because it could rain" then let me go. First time I"ve been pulled over in 20 years.
