It could be dirt accumulated under the operating lever under the dash, the lever could be loose where it bolts to the valve body also under the dash. More than likely the pto brake is worn out,which requires the tractor to be split. The brake is meant to hold the pto shaft only still. If the lever is pulled all the way down to brake with a rotating pto load(rotary mower,baler etc) it will wear the brake out in no time. Also warped pto clutches will override and wear out the brake.
