The optic sensor is located in the top of the injection pump. The sensor sends an infra red signal to the computer. This sensor is your cam sensor and if this sensor fails the computer is unable to know the timing or enven adjust the timing. There is no cleaning, check for diagnostic trouble codes. First is the check engine light "ON" when the engine is running? If so shut-down the engine and with key on engine off you can check for codes. The vehicle should have the old 12 pin diagnostic connector. If so you can use a paper clip and jump terminals A and B and watch the check engine light. the codes are number of long and short flashes, and repeated three times with 12 being the first code.
