Scratch a couple off and see if there is a hole under them. Doesn't sound like there will be because it sounds like rain rot (or whatever it is called in different regions). We have a couple of horses that get it often and use this stuff:
One get's it worse than the rest and is prone to greasy heal in damp weather, I keep a pump sprayer with lime dip for her and give her a good dousing and mist the saddle pad and anything that comes in contact with her. Smelly but effective and a pint of concentrate will go a long way. Takes care of mites, ringworm, fleas, ticks, etc.
