Depends on the state, in VA if you do not respond to the ticket or get in touch with anyone at the court or law enforcement (which means you acknowledge getting it) you can ignore the ticket and it will be dismissed automatically in court.And the court is forbidden from issuing a failure to appear warrant by law. Also they have to prove who was driving (innocent until proven guilty). So who gets the ticket anyway if there are multiple owners or if its registered in a company name?
