My son is going on Vacation in Africa soon same sort of thing as you did all for uncle Sam. Any how if your tractor sat all that time it probably has sticking rings and that would cause that problem easy. I would put about 1/2 cup of ATF in each cylinder and let it sit a few days. Be sure to put the plugs back in to keep dirt etc out. Then after a few days pull the plugs and spin it over to clear the ATF out of the cylinders. It will make a bit of a mess by the way. After doing that make sure you have a good spark (blue/white that will jump a 1/4 inch gap) and then try to start it
