Well, you know, I put in a new septic tank as my original one was over 40 years old and was getting soft in the sides that are above "water". I didn't get a permit and about a year after I did this, here comes a county sanitarian asking where my laterals are. Wife told him and added that we just put in a new tank. He jumped on that and said "you didn't get a permit". I went postal on him and said why would I get a permit? I was only changing the tank which is no different than re-roofing the house and I sure don't need a permit for that! He left saying I should've gotten a permit. That's been three years ago and haven't heard a peep since. Sometimes you need to call their bluff. Living on the land, I would certainly call their bluff, but I'm not sure about Indiana. They got money to build the Interstate Highway, yet charge a toll. No one complained about that. Seems the farther West you go, the more freedoms you have!
