Live Mail works fine on my new laptop with Windows 7 with POP 3 accounts. I've got mine setup with four of them. I can't even find an option to make it do what your's is doing. My Windows is the so-called "Home Premium 64 bit" which is bascially the cheapest version and NOT premium in any way. My Windows Live Mail is version 2009 14.0.8089
You can download Windows Mail for free, install it on Windows 7, and make it your default mail program if you want. Windows Mail is bascially just the newest Outlook Express.
I have several compatibility complaints about Windows 7, but not with the Live Mail program
