As a rule of thumb - Salt stops working at 15%. For highway use when it gets close to that they need to mix it with sand. back in the day, they would use calcium-chloride. ( yep the same stuff you put in tires for ballast). Today they have other chemicals that are not as toxic. That's the short answer.
