Back when I was crossing the border like it was a street (mid to late 80's), you could trade currency at any bank with Bank in the name..... not a savings & loan or trust. Not sure if it still is that way but it was then. They went by current exchange rate so it didn't matter what side of the border you did it on.
Don't ever do it at a place of business...... they'll always round it off in their favor.
U.S. Banks should also be able to exchange any major currency in the world..... back in the day anyhow.
