Regards dispute with eBay/Paypal, had a similar situation. They would not . . . could not . . . did not . . . policy was . . . I just kept calling different times of day, different days til I got an eBay employee/operator that could, would, did make it right. This technique works with many call-in companies, sometimes even government agencies. Each operator has access to the computer and the policies, but each also interprets their own version. Find someone there who will interpret in your favor. Asking for supervisor is also worth a try, but I have just had more luck with completely different personnel. Even middle of the night, when they are not so busy can be helpful.
