I can't believe I'm sticking my nose into this but....
How quickly we forget what thing were like before regulations. You should have seen some of the rivers up in Northeast. Up here in Maine they were just used as the plumbing of industry. Stink, no fish, no wildlife just dead water.
Where my father grew up in CT the local river was on fire watch, that is it could catch on fire! There's salmon running in that river now, it took 30 years to clean up but it's finally starting to come around.
Another little tidbit, Acadia Nation Park has some of the worst air during the summer on the eastern sea board. It's not created locally, it all blows in from the rust belt. I would just assume it stay there.
Regulations aren't all bad, some go overboard don't get me wrong but I think the EPA has probably done more good then bad. Now they're just splitting hairs, which is a little annoying but to say we need to go back to the "good old days" is just not acceptably in my book.
