The US EPA RRP (lead paint) rules are a good example of the EPA going too far. They say the rules were enacted because of low IQ's and behavioral problems in "inner city non-Hispanic black children". It can be argued there are other factors influencing the low IQ's and behavior issues, but even if everyone agreed they were caused by lead paint dust the EPA should go after the source of lead paint dust in inner cities......slum landlords. Instead they enact the RRP which is a business killer, and has little if any effect on the core problem...lead poisoning of inner city children. I recently bid on repairing a 150 year old house that was struck by a vehicle. The cost of complying with the EPA RRP regs was just under $7000. Of all the work required by the EPA, none of it benefits the home owner. Zero, nada, zilch. It's $7000 down the drain. The insurance company is not likely to pick up the tab for the work required by the EPA and the home owner doesn't appear to have much if any money. When it's all said and done she'll be left with an insurance settlement that won't cover the cost of repairs. She'll be forced to move out of her home permanently.
