Well it would depend on a few things. No JB weld does not if say you are trying to glue 2 pieces of metal together and you have a 1/2 inch gap between the to parts unless you send say 10,000 volts into the parts. Now if your gluing something and the parts touch at all then yes it would conduct voltage but the JB weld it self will not. Say you glue 2 wires by mixing JB weld up and put one wire in each end of a piece of JB weld that was 2 inches long with the wires in 1/2 and inch then no conductivity with out very high voltage
