Last I read Federal Law, there is no standard required minimum wage in the USA. The "Federal Minimum Wage" only applies to certain situations. Certainly not all workers in the USA.
Seems if you live in the USA, minimum wage is set by state law - not Federal. And , that of course varies by state.
I don't pretend to know them all, but I have read a few.
Florida for example. If I read the Flordia statue correctly, you are only required to get paid minimum wage IF you also qualify for the Federal minimum wage. So, if you don't fall under Federal, you don't fall under Florida law either.
So, Federal Law goes like this:

It also applies to employees of smaller firms if the employees are engaged in interstate commerce or in the production of goods for commerce, such as employees who work in transportation or communications or who regularly use the mails or telephones for interstate communications. It also applies to employees of federal, state or local government agencies, hospitals and schools, and it generally applies to domestic workers. . .
. . . Current Federal Minimum Wage: $7.25 per hour (as of July 24, 2009) -- may vary under the following conditions: Younger Workers If you are under 20 years of age, you may be paid as little as $4.25 per hour during your first 90 consecutive calendar days of employment.
Now, Florida 448:110 statue reads:
Only those individuals entitled to receive the federal minimum wage under the federal Fair Labor Standards Act and its implementing regulations shall be eligible to receive the state minimum wage pursuant to s. 24, Art. X of the State Constitution and this section.
