I used a moldboard plow and turned it all over. Then disced lengthwise then the width then at angles till It was pretty good. I used scraper blade to fill in a couple low spots. The last couple passes I put an old spike tooth drag harrow behind the disc. I started with the spikes vertical then to flat. I way over did it but I was playing with my Farmall Super C.
