You are not getting any kind of a deal. It is a fair price but not great. You can find a good restored styled A like what you discribed for the $1500-2500 range now. The value of the non special tractors is way down. A 1944 hand crank "A" is one of thousands, not very rare. The tires being bad is a real draw back. New tires are costly now and good used are hard to find.
I just looked on line and found four 1944 "A". All running. $1750-3200.
