I don't have experience with Windows 7; apparently Internet Connection Sharing (ICS) is hard to find onit, but it's there. It's very easy with XP.
Start out by trying to turn ICS on and plugging both computers into a hub (not router) or connect them directly with what's called a "crossover cable" (but a hub is cheap, probably costs the same as the crossover cable, and is nice to have around in case guests ever need to connect).
Once you get ICS working you can buy the more expensive router and move the cable from the hub to the router. Then all you need to do is set up the wireless connection on the laptop. The computer with the Verizon card doesn't need any wireless connection to the router since it will be connected to the router by cable.
