THis is caused by moisture and long periods of inactivity. You probably don't notice any difference in pedal effort. With tractor SHUT OFF, engage pto, depress clutch, and see if pto shaft turns freely. If not, clutch is stuck. I am assuming your 1010 has trans driven PTO without a 2stage clutch.
