Depends more on the application. Undersizing, over sizing or other design errors will make or break any system. Air to air units loose efficiency below being practical at approx 40F. Many ground source geothermal problems can be traced to under sized ground loop area. Well and pond source systems can suffer from dirt, minerals or low gpm flow. Cheapest improvement for any heating and cooling of any structure. Is to seal air leaks first and insulate the structure second.
