You can add a starter to just about anything with enought time & ingenuity...question is whether or not YOU consider it worth the effort.
Do you know what the engine is? There's a version of the SA-200 with a Wisconsin VF4 air cooled engine (I have one), that I don't think ever had a provision for an electric starter. Its not particularly hard to crank start.
I believe Wisconsin did make an electric start version of the VF4 if you can find the right flywheel and a starter. Another alternative would be a starter/generator off a garden tractor, with a pulley mounted on the front of the engine. I have also seen pictures of one with a small briggs & stratton engine used as a pony motor, driving a v-belt pully mounted to the front of the engine.
