That's a little newer machine than I'm used to. With the pto disengaged try prying against the pto with a 2X4 wedged against the 3 point linkage. If you can stop it easily with the 2X4 it is the litle pto brake that is worn out and I wouldn't worry about it too much. Just shut off the engine to hook up your pto driveline. If you can't stop it with the 2x4 then you need to pull the top cover and clean/pressure test/inspect the pto hyd valve. Could be warped pto clutches too but try the easy things first.
