Get a 30 dollar IR heat gun and check the temp of the top hose and lower hose to see what they actually are... and the difference between them. If there's little difference then there's a good chance that the fan is not moving any amount of air... Fan clutches were known problems on the Genesis tractors. Not so sure on the older models... but it's a good possibility. An erratic gauge is also a possibility... or a bare spot on the sender wire... so it is good to verify the actual temperature. Other things to check are the belts, the water pump (leak or green tracer of coolant from the weep hole). It may also be of value to run a can of fast flush or some similar cooling system cleaner through it as recomended to clean the sludge from the system. I've seen blocks full to the the frost plugs with sludge...
