Before you have radiation outside you have to have radiation inside (ie a leak). Monitor alarms would be sounding if such a problem existed and the plant would immediatelty have to declare an "unusual event" and rate it for severity, reporting it to the NRC. Also, incase you misunderstood your local teleprompter readers on the news channel, there are no US plants in danger of a tsunami or currently melting down.
