The torque of a trolling motor is measured with fully charged batteries. As the batteries drain the torque will go down on either model motor. The 24 or even 36v models come in bigger torque models than the 12v does so it is hard to compare apples to apples.
A 24v motor with 2 batteries will give you a little better run time than a 12v motor with one battery simply because it is more efficient. A 24v motor should last longer than a same size 12v motor but then again it is hard to compare apples to apples because most 24v motors have more torque.
If you are looking for maximum run time; and your boat is small enough you can use a 12v motor(usually 55lb max) you are better off running a 12v motor with 2 batteries run in parallel.
Do not expect to get full amp hour rating out of any battery. This is mesured at 5amp load so a 100 amp battery will give you 20 hrs of work. But trolling motors pull 25 amps or more. The reserve capacity rating of a battery is a better indicator when figuring estimated run time on these size motors.
