Who was the seller ? Did the state of Texas buy it or just pay someone to drill a hole ? I wonder how many tims a guy could tap the hole, insert a bolt, add oil, and sell it back to Texas again ? When the California was paying for old cars (and yep, they got junk and over paid for it) they went straight to the crusher then off to Korea to come back as a KIA. Nothing got salvaged. Agree with the program or not, but what sence, from a policy view, does it make to remove one tractor from the emission inventory only to have its parts keep others like it running ? Please don't tell me the Texas legislature is an inept as the California one. I was thinking about moving there when I retire.
